Will New Runways Alleviate Flight Delays?

O'Hare, Seattle-Tacoma and Washington Dulles are all getting new runways today, all badly needed expansions to help ease tarmac congestion. Personally, I avoid O'Hare like the plague, especially in winter, but I'm hopeful that the new runways will make flights smoother.
